Full Day Early Learning in Ontario -- Information Sites

PCPC has been fielding many calls from their members with valid concerns about the new Early Learning Program (ELP). With so many questions floating around out there, now would be a good time to read the actual documents that comprise this initiative.

Following are pertinent websites from the Province of Ontario, The Ministry of Education, OMSSA, School Boards and City of Toronto.

  1. The Province of Ontario will provide, through the Ontario Ministry of Education, full day learning for 4 and 5 year olds and the Ministry site lists the first schools to have this program for the fall of 2010. Please take time to read the Early Learning information they have on their site as it spells out what parents need to know. http://www.edu.gov.on.ca/earlylearning
  2. The Province also has posted the Pascal Report – With Our Best Future in Mind: Implementing Early Learning in Ontario http://www.ontario.ca/en/initiatives/early_learning/STEL02_198770 which is the basis for the ELP programs.
  3. Early Learning Program – Planning 2010-11 and 2011-12 Ministry of Education, Business and Financial Division B_12E – Implementation of E-Learning for four and five year olds.pdf
  4. Staff report to the City of Toronto’s Community Development Committee outlines issues surrounding Ontario’s new full-day early learning program and offers strategies to address them. http://www.toronto.ca/legdocs/mmis/2010/cd/bgrd/backgroundfile-26135.pdf and http://www.toronto.ca/legdocs/mmis/2010/cd/decisions/2010-01-08-cd29-dd.htm
Although this document is for the City of Toronto, you can check their details against your own City/Municipal initiatives. It is clear in the Provincial documents that each community will have needs that are different from others and the goal is to address those unique challenges with community input.
  5. Sustaining the future: What is at stake for families and children in Ontario — Report from OMSSA examining the impact of the federally derived Best Start program funding and what is at stake when it is discontinued.
    http://www.omssa.com/lib/db2file.asp?fileid=36383
  6. More school boards across the province are exploring the option of closing schools in the face of enrolment declines and budget pressures. http://www.peopleforeducation.com/schoolclosingreport/nov2009
Although the ELP will be coming to all neighbourhoods in Ontario, there are also the considerations of many schools not being available for this initiative and thus families will use the existing child care centres.
  7. All school boards will have a section on their sites with explanations on how they are handling the ELP’s for the fall.
